PPL routes a $408 million line to an unnamed data center while Pennsylvania fights over the bill

PPL Electric is routing a $408 million, 16-mile transmission line toward a data center near Mount Carmel before Pennsylvania decides who pays for the buildout. The consumer advocate says $156.9 million of $178.4 million in upgrade costs would land on other customers, and PPL reports on Friday.

Pennsylvania Governor Josh Shapiro petitioned on October 16, 2026 to join the rate case over PPL's data center cost protections, the first governor to intervene in a commission hearing in at least 15 years. He is shown here as attorney general in 2021.

Sixteen miles of wire for a customer PPL will not name

On November 4, at an open house in Elysburg, PPL Electric Utilities+0.92% — PPL Electric Utilities, up 0.92 percent as of its last quote unrolled maps of the Natalie Transmission Project: 16 miles of new high-voltage line, about $408 million, for a prospective data center near Mount Carmel 12. Work could start in 2028 and finish by 2031, pending Pennsylvania Public Utility Commission approval 12.

Mount Carmel Township's supervisors oppose it unanimously, and a developer, FIT Energy, applied to the township on October 30 for the campus, though PPL declines to name its customer 2. The line is being routed before anyone agrees on who pays for it.

The complaint puts 88 percent of the upgrades on everyone else

The fight over who pays is already before that commission. Pennsylvania's Office of Consumer Advocate, the state's ratepayer lawyer, amended its complaint in late October: about $178.4 million of proposed network upgrades for a hyperscale data center campus, with $21.5 million assigned to the data center and $156.9 million to everyone else on the wires 3.

The split is an allegation, not a finding; the original complaint, filed October 2, runs 425 pages 4. The filing also cites PPL's 31.8-gigawatt advanced-stage pipeline through 2034 and a 2030 load forecast cut to 12,764 from 13,343 megawatts in a September submission 3.

PPL's answer: ten-year contracts and a new rider

PPL's position is that its tariff already makes big customers pay. Rate LP-6, the state's only commission-approved large-load tariff, launched in July 2026 with ten-year commitments, minimum bills, exit penalties and $11 million a year for low-income assistance from 2027 56.

On September 14 it filed the Customer Protection Transmission Rider, which would assign transmission upgrade costs to the large-load class and adds no new charge, PPL says, pending approval for 2028 7. Governor Josh Shapiro petitioned on October 16 to join the case, the first governor to intervene in a commission hearing in at least 15 years: "Pennsylvanians should not be left paying higher electric bills because of data center developers" 4.

The bill rises either way

Households pay more while it is decided. A $275 million annual distribution increase took effect July 1, PPL Electric's first since 2016, settled from a $356.3 million request 6. The default supply price, the Price to Compare, rises 1.349 cents to 14.428 cents per kilowatt-hour on December 1, pending approval 8. PPL also paid $4 million for 230 acres in Archbald, separate from a venture with Blackstone0.00% — Blackstone, unchanged as of its last quote Infrastructure and Invitium Energy that has assembled more than 11 square miles 6.

Friday prices the pipeline

PPL Corporation (NYSE: PPL) reports third-quarter results before the open on Friday, November 6 9, with net income up year over year for four straight quarters, to $230 million in the June quarter 10.
