Corning just bet $585 million that the AI fiber shortage lasts for years
Corning will spend $585 million and add 414 jobs at the Wilmington, North Carolina campus that made the world's first optical fiber. Because the new capacity ramps in phases to 2028, it is a wager that the AI fiber shortage endures, placed five days before the October 27 earnings test.

Corning−8.39% — Corning, down 8.39 percent today said on October 21, 2026, that it will invest $585 million and add 414 jobs at its Wilmington, North Carolina campus, home of the world's first optical fiber plant. 1 The new capacity comes online in phases, with construction finishing at the end of 2028, so none of it relieves the shortage AI networks face today. 23 It is a wager that the shortage outlasts the wait, and Corning's customers have co-signed it: Amazon−4.70% — Amazon, down 4.70 percent today, Meta−7.59% — Meta, down 7.59 percent today, AT&T+3.17% — AT&T, up 3.17 percent today and NVIDIA−4.37% — NVIDIA, down 4.37 percent today each signed multibillion-dollar supply agreements with the company this year. 2
The bottleneck has moved from the chip to the glass
AI clusters only work when thousands of chips act as one machine, and the data between them moves as light on glass, because copper cannot carry that bandwidth across a building. 4 Data centers already burn about a fifth of the world's fiber, a share TrendForce expects to approach a third next year. 5 The research firm counts a global shortfall of 180 million fiber-kilometers this year. 5
New preform capacity, the glass rods fiber is drawn from, takes 18 to 24 months to build, so buyers are signing demand years forward. 5 The pull reaches homes: AT&T says the average fiber household already uses more than a terabyte a month. 6 Corning's chief executive, Wendell Weeks, has said he could sell more if he had the plants to make it. 7 Capacity was the limit, and capacity is the link this expansion moves.
Corning's quarterly capital spending has more than doubled since the end of 2024

Taxpayers put up $5 million, and only if the jobs arrive
New Hanover County approved a $3 million grant on October 19. 3 Wilmington added $2 million the next night. 2 Both are performance-based, reduced or clawed back if Corning misses its job and wage targets, and the company chose the city over sites in South Carolina, Texas, India and China. 23 The prize is 414 jobs averaging above $85,000, against a county average near $70,000, mostly production and maintenance roles. 2 They are learnable jobs: Corning already runs a technician pipeline with Cape Fear Community College. 8
The earnings report tests demand, not the new plant
The plant cannot reach a quarterly report for years; the demand behind it reports on October 27. 9 Consensus expects a bigger quarter than any of the past three years. 9 The stock has lost about half its value since its June record, and JPMorgan cut its price target to $165 on October 21 while keeping a Neutral rating and expecting results slightly above consensus. 710 A neutral stance on better-than-expected numbers is a valuation call, not a demand call.

Shortages end when someone builds the capacity, and Corning is building.
Its customers prepaid the demand in contracts, and Wilmington's workers collect the paychecks in between. The open question is only whether AI still needs this much glass in 2028, and the four buyers who signed this year have already answered with their money. 2
