DOE offers Constellation up to $5 billion to add nearly 1.1 gigawatts at running reactors for Google, Amazon
The Department of Energy has offered Constellation up to $5 billion in conditional loans to add nearly 1.1 gigawatts at plants already running, underwritten by 20-year deals with Google and Amazon. The stock is down a quarter this year anyway, and the November 9 report is where contracted megawatts have to start showing up as earnings.

On October 27 the Department of Energy offered Constellation Energy−0.79% — Constellation Energy, down 0.79 percent today, the operator of America's largest nuclear fleet, a conditional loan commitment of up to $5 billion 13. The money would help squeeze nearly 1.1 gigawatts of additional output from reactors that are already running, without building a new plant or a new transmission line 1. Wall Street shrugged: the shares are down about a quarter since January 2.
That shrug looks like a mispricing. The binding constraint on AI has moved from chips to megawatts, and the cheapest megawatt in America right now is the one pulled from a reactor that already has a license, a grid connection and a signed customer.
The middle hop nobody prices is the uprate
The engineering is prosaic. New turbines, steam generators and digital control systems raise an existing reactor's output, in the largest cases by as much as a fifth of its licensed thermal power 45.

The work spans eight plants across Illinois, Maryland and Pennsylvania, feeding the PJM and MISO grids that serve the Midwest and Mid-Atlantic, regions where the DOE has already issued emergency reliability orders this year 4. First power from the Google-backed upgrades is expected in 2028 4. That is enough new electricity for more than 930,000 homes, from machines that already exist 6.
The customers signed before the government did
Google's−0.82% — Google, down 0.82 percent today 20-year agreement and Amazon's−1.20% — Amazon, down 1.20 percent today deal at Calvert Cliffs have already induced more than $7 billion of uprate investment, and Meta−1.65% — Meta, down 1.65 percent today backs an expansion at Clinton 157. The electricity keeps flowing to the regional grid, so the contracts add supply rather than fence it off 7. Chief executive Joe Dominguez frames the loan as pairing customer demand with federal financing "to unlock more power from the nuclear plants we already have" 3.
Who pays is layered. Taxpayers stand behind the loan if it closes; the commitment still requires due diligence and definitive financing documents, and it is not a decision to build every uprate 3. Shareholders fund the uprate work and collect the contracted energy sales. The hyperscalers get AI-ready power this decade, and DOE's broader UPRISE program is already close to its five-gigawatt goal for uprates and restarts 8.
Capital spending is accelerating as the uprate work begins

The discount is priced in sentiment, not megawatts
Revenue jumped this year, helped by the gas and geothermal plants that came with the Calpine acquisition 6. The shares went the other way: the dividend was held flat at $0.4265 a share 2, and across 25 analysts the mean price target sits about 29% above the market 2. Third-quarter results on November 9 are the first print where contracted megawatts can show up as earnings 2.
The bear case says the AI-power premium has passed the incumbent by while new-reactor ventures take the headlines. The contracts say the cash arrives from 2028 onward, at plants that cannot miss their interconnection date because they connected decades ago. Turning running reactors into contracted AI power is precisely the work between a capability and people's lives, and Constellation is the one doing it at scale.
