Fort Bend offered Tesla 35 years of tax breaks for a plant Tesla hasn't chosen

Fort Bend County voted 4-0 to offer Tesla tax breaks running past 35 years to stay in the running for a $10 billion solar plant Tesla has not yet sited, a day after Tesla cut its 2026 capex target to about $20 billion. The site pick, due by year-end, prices the next leg of the spending story investors just traded.

Elon Musk on stage presenting Tesla's Gigafactory plan, the slide behind him showing factory-scale output targets alongside new local solar and wind power
1 / 6Slide 1 of 6
Elon Musk laid out the Gigafactory playbook in 2014, with local renewables on the slide. His next factory-scale bet, the $10 billion Project Crystal Sun solar-cell plant, has yet to choose a site.

Fort Bend County, southwest of Houston, voted 4-0 on October 22 to offer Tesla−0.97% — Tesla, down 0.97 percent today tax breaks running past 35 years for a $10 billion solar-cell factory the company has not promised to build there, with interim County Judge Daniel Wong abstaining over his engineering firm's past work with Tesla 12. County economic director Carlos Guzman was blunt about why: approve the package or be eliminated from consideration 1.

The vote came a day after Tesla's quarterly securities filing cut this year's capital-spending target to about $20 billion 3. The cut is about timing, and the next project already has a shortlist.

The factory answers demand Tesla cannot yet serve

Tesla CEO Elon Musk set the goal on the January earnings call: 100 gigawatts of solar-cell capacity a year, integrating the chain from raw materials to finished panels 2. The third-quarter call supplied the demand side: Megapack, Tesla's grid-scale battery, is nearly sold out for 2027, with data centers leading the pull 2.

Storage revenue still came in below estimates this quarter 5. A revenue miss sitting next to a sold-out year points to capacity as the constraint, and capacity is what "Project Crystal Sun" adds: ingot and wafer production through finished modules near Rosenberg, targeted to open in early 2029 2.

The cut still leaves the biggest spending quarter since at least 2023

Chief Financial Officer Vaibhav Taneja lowered the 2026 target to about $20 billion on the call 4. The prior guide, in place since April, was more than $25 billion, and the change was made in the 10-Q filed Wednesday, not in the shareholder letter 3. Tesla also reported $1.5 billion of free cash flow for the quarter, where Wall Street expected a burn of almost $5 billion 4.

That beat leaned on unpaid bills and deferred revenue rather than on the business 3. Even the lower target requires roughly $7 billion of spending this quarter, which would top any quarter since at least 2023 4. Musk told investors 2027 spending normalizes and 2028 adds tens of billions 5.

The county bid blind against one rival

The race has narrowed to Fort Bend and one unnamed out-of-state site with a "very compelling package," Tesla's site-selection adviser told local school trustees in September 2. Fort Bend approved four agreements: an abatement, a grant that pays back part of the taxes Tesla does pay 6, a foreign-trade-zone designation that trims import duties on eligible materials, and payments in lieu of certain taxes, annual payments meant to ensure Tesla pays the correct amount 67.

Tesla pays no county equipment or inventory taxes for its first ten years, and for the two decades after, up to 90 percent of its inventory taxes stay waived 1.

The only cost figure anyone offered is millions a year

Officials could not total the package but said it runs to millions of dollars every year 1. The local school district, Lamar Consolidated ISD, would tax the plant at half its school rate for the decade starting 2029 2, and the state's share, under the Texas Jobs, Energy, Technology and Innovation program known as JETI, which caps a qualifying project's school taxes for ten years, waits on Governor Greg Abbott's approval 6.

Commissioner Dexter McCoy's statement that the county's general fund loses nothing is an assertion no audit yet supports 6. Tesla's own July filing made the leverage explicit: without incentives, it would evaluate the investment outside Texas 8.

Ten thousand jobs against a cost no one has counted

For Fort Bend the upside is nearly 10,000 permanent jobs within four years, at an average wage county documents set at $55 an hour 1. The demand behind the plant is documented, not projected: a storage year already nearly sold out and data centers pulling it 2. What no public document shows is what the welcome costs the taxpayers funding it. Tesla aims to choose a site before the year ends 2, and the agreement requires construction to start by next summer 1.

Choose Fort Bend, and the spending Musk promised for 2028 has a street address.

What happens next

TSLA

Fort Bend's 35-year package, or the unnamed out-of-state site?

The case for

Megapack is nearly sold out for 2027 with data centers leading the pull, so the plant relieves a documented capacity constraint rather than betting on demand

The case against

Tesla pays no county equipment or inventory taxes for ten years and keeps up to 90 percent waived for two decades after, for a plant it has not promised to build

  1. By the end of 2026Tesla chooses the site for the $10 billion solar-cell plant.
  2. Summer 2027Construction must start at the chosen site under the Fort Bend agreement. Does Tesla break ground in Fort Bend County?
  3. Early 2029Targeted opening of the solar-cell plant near Rosenberg.
