PG&E has energized 174 megawatts of its 12.87-gigawatt data center pipeline and cut $2 billion of capex

PG&E's Q3 deck shows a 12.87-gigawatt data-center pipeline against 174 megawatts actually energized, while a $2 billion capital cut pushes new large load behind the initial 1.8-gigawatt tranche. The AI load growth story and the wildfire liability problem now share one choke point: the California Public Utilities Commission.

Patti Poppe, PG&E's chief executive, told investors every gigawatt of new data-center load could cut customer bills 1% or more.

PG&E put a 12.87-gigawatt data-center pipeline on the record on October 22, up from 12.71 gigawatts in June 12. Since 2024 it has energized 174 megawatts 12. That is 1.3% of the queue 12. In the same quarter, the utility cut $2 billion from its 2027 capital plan and pushed "large load beyond the initial 1.8-gigawatt tranche" to the back of the line 12.

The pipeline is the AI trade's favorite utility story: CEO Patti Poppe told investors that with the right pricing, every gigawatt of new data-center load could cut customer bills 1% or more, and that the 1.8 gigawatts signaled for 2030 "remains in that plan" despite the spending cut 12.

One regulator holds both keys

But the pricing comes from the California Public Utilities Commission (CPUC), the state regulator PG&E−2.93% — PG&E, down 2.93 percent today needs twice over: once for large-load tariffs, once for wildfire liability reform the legislature failed to deliver in September.

SB 492, the bill meant to shield utilities from wildfire liability, advanced without that language and PCG fell 20% 1. Fitch moved the outlook to negative on September 16 while keeping the rating at BBB-, one notch below investment grade 1. Poppe says borrowing below investment grade since 2017 has already cost customers about $4 billion in interest 1. We flagged the hookup-warnings-as-leverage play in our October 22 piece; new since then are the 12.87 GW figure itself, the deferral list, the 1%-per-gigawatt pricing claim, and the county-level settlement below 125.

The queue got longer and slower at the same time

Only 240 MW of PG&E's 12,870 MW data-center queue is in construction

Most of the 12.87 gigawatts sits at "application and preliminary engineering," the stage where a customer has paid a $500,000 study fee and nothing is built 3. Only 240 megawatts are in construction 3.

Q3 results themselves show the squeeze: GAAP earnings fell to $749 million from $823 million a year earlier, and core earnings to $928 million from $1,142 million, on a lower authorized return and rising expense from the state-backed wildfire insurance fund PG&E must pay into 4. Even after the deferral, the 2027 plan still carries $11.4 billion of capital spending, so the counterargument to a slower queue is on the record 1.

The counterpoint runs through Plumas County

On October 20 the Plumas County district attorney, David Hollister, took a $6 million recovery commitment from PG&E over the July Twain Fire instead of pressing a settlement violation worth $78,000, facts he laid out himself 5.

Joe Wilson, the PG&E regional official, said the company has embraced the oversight and "it's made us a lot better" 5. PG&E reaffirmed 2026 and 2027 guidance and forecasts no equity need through 2030 2. Watch two dates on the CPUC's calendar: the legislature's October 29 hearing on utility-and-insurance subrogation, and the commission's wildfire-liability report due November 1 1. If large-load tariffs land and the 1.8 gigawatts hold, this is a rate-base story; if not, 12.87 gigawatts is a queue of interest, not a backlog 1.

Centrus paid $116 million for its centrifuge casing maker as the stock hit a 52-week low

The only US company with a licensed centrifuge route to advanced-reactor fuel spent $116 million to own its casing supplier, and the stock hit a 52-week low the same week. The November 4 third-quarter report is the first reading on whether the build-out turns into enrichment revenue.

Evergy reports November 5 before Missouri hearings on its 710-megawatt gas plant

Evergy reports Q3 on November 5, three weeks before Missouri hearings on its 710-megawatt gas plant. Data centers are supposed to pay for the buildout through an extra charge; Kansas counties are still writing the rules, and the street is split.

New Jersey's biggest AI campus brings its own power, and PSEG's growth now rests on its nuclear fleet

Bloom Energy says the first fuel-cell block at Nebius's 300 MW Vineland campus is ready, so New Jersey's most visible AI load arrives with its own power instead of as demand for the local utility, PSEG. Broker targets fell through October to between $69 and $85 against an $82.58 consensus, and third-quarter results on November 2 will test what growth is left to pay for.

Constellation's 18.5-year nuclear contracts meet the November 3 midterms and the grid cost fight

Constellation signed a 20-year Google deal and a multi-decade PPA book that bets on uninterrupted data-center growth. If Democrats take the House on November 3, its customers face bigger grid bills and tighter permits, and regulators face pressure to cap returns on its contracts.

PPL's 31.8 GW pipeline in advanced planning waits on a transmission tariff; plan update November 6

PPL Electric proposed 16 miles of line for a data center near Mount Carmel and picked its Allenwood route, while Governor Shapiro's PUC petition challenges exactly the layer of the grid those projects occupy. The annual business plan update on November 6 is the first hard number on the buildout, and the stock's premium to every utility peer has to be earned by it.

Fluence's AI power bet faces a securities-fraud suit after three guidance breaks and a 73% fall

A securities-fraud class action alleges Fluence's fiscal 2026 guidance rested on contract factories that were never ready, and the company's own disclosures back the timeline: three guidance breaks in eight months took the stock down about 73%.
