First Solar's 16% election rally ignored a December 4 import floor that moves production to Gaffney

The election rally priced a Congress that cannot touch either federal lever behind First Solar's results before the Section 232 import floor lands on December 4. The floor relocates production to Gaffney, South Carolina, and the credit, not Congress, holds the margin.

First Solar's Gaffney, South Carolina plant opened its first phase on October 29 with about 500 workers; the company says it reaches about 3.4 GW of annual capacity when fully ramped in mid-2027.

First Solar+4.95% — First Solar, up 4.95 percent today rose as much as 15.6% on Wednesday, to $214.87 from Tuesday's $185.90 close 10, after Democrats won both chambers of Congress, on the theory that a friendlier Congress means friendlier solar policy 12. That theory does not touch the company's results before 2027 12.

The two levers that set First Solar's price and volume are Section 45X, a production tax credit already law and needing no new majority, and Section 232, a national-trade proclamation signed by the president, a presidential action outside Congress's reach, which imposes a 15% duty on imported polysilicon products and minimum import price floors effective December 4, 2026 3. A Congress sworn in during January cannot repeal that proclamation before it takes effect.

December 4 moves the factories, not the subsidy

The duty and floors raise the price of imported modules, including the ones First Solar builds in Malaysia, Vietnam and India, while its American lines sit on the right side of the floor 3. We covered that repricing and the $0.38-per-watt floor in our October 31 piece; what is new since is the election result, this rally, the company's cash disclosure and its fourth-quarter shipping plan 8.

First Solar's Q4 guidance sends most of its volume through US factories

The plant the floor favors just opened. Gaffney, South Carolina, a $330 million facility in its first phase with about 500 workers and a second phase due by mid-2027, finishes the company's Series 6 Plus modules without Chinese crystalline silicon supply chains 56. The relocation cost is visible in the guidance: 2026 module volume was cut to 16.0-17.0 gigawatts from 17.0-18.2, and sales to $4.6-4.9 billion from $4.9-5.2 billion, while gross profit guidance was untouched at $2.4-2.6 billion, because the 45X credit, not volume, is what holds the margin 3.

The decision is about cash, not Congress

The company is a policy contract with deteriorating cash. Operating cash flow was negative in each of the first three quarters of 2026, net cash fell to $1.5 billion, and that level was propped up by 45X receipts and IEEPA tariff refunds received during the quarter 37. Insiders sold $41.6 million of stock over twelve months with no purchases 2.

Chasing a 15.6% election move means paying today for a lever that moves on its own on December 4, whatever Congress does 2. The number that settles it is fourth-quarter adjusted EBITDA, guided at $643-843 million, reported in February: near the bottom, the floor is a bill; near the top, it is a tailwind 3.

Morgan Stanley: data centers outbuy utilities on batteries in 2030; Tesla's energy backlog is $10.7 billion

Morgan Stanley now expects data centers to buy more batteries in 2030 than utilities do, against a power shortfall above 80 gigawatts by 2029. Tesla is the obvious seller, and its storage line is the one part of the AI story already earning the money.
