Pegasystems won a $419 million, 10-year Army contract and still fell 3.6% on a Q3 revenue miss

Pegasystems won a 10-year, $419 million Army software award on October 29. The next day the stock broke below its 50-day average on a Q3 miss, and the Pentagon and the AI-disruption trade are now pointing opposite ways at the same company.

Pegasystems founder and CEO Alan Trefler called this the most chaotic technology market of his career, and conceded the year's execution fell short.

One bid, ten years, $419 million

On October 29 the Army Contracting Command in Rock Island, Illinois announced a 10-year, $419,008,836 firm-fixed-price contract with Pegasystems−0.94% — Pegasystems, down 0.94 percent today for commercial software subscriptions, technical support and outcome-based professional services, with work locations and funding set order by order and an estimated completion date of October 28, 2036 1. The solicitation drew exactly one bid, and one bid was received 1. An indefinite-delivery, indefinite-quantity award is a ceiling the government can order against, not cash wired up front. Seeking Alpha carried the same award the same day 3.

The next day, the stock broke

PEGA fell below its 50-day moving average of $35.28, traded as low as $33.59 and closed near $34.11, down 3.6%, on about 2 million shares 2. The trigger was Tuesday's Q3 report: earnings per share of $0.35 against a $0.45 consensus, revenue of $393.36 million against $421.06 million expected, growth of just 3.1% year over year 2.

Quarterly revenue stalled at $393 million while growth fell to 3.1%

Two camps, one $5.6 billion question

D.A. Davidson cut PEGA to Neutral at $32 on September 28, warning that AI models that automate work from plain instructions could overtake the automation software Pega sells 5. Loop Capital went further on July 23, cutting from buy to hold and from $55 to $25 2.

Against them, Royal Bank of Canada reaffirmed outperform at $40 on October 22 and Rosenblatt set a $43 buy 2. The street splits 6 Buy, 7 Hold, 2 Sell, with a $45.73 average target against a $34.11 close and a 21.19 PE on a $5.58 billion market cap 2.

Management blames the funnel, not the product

Founder and CEO Alan Trefler called this "the most chaotic and confused technology market I have seen in my career" and conceded "our execution this year has not kept up" 4. Chief Operating Officer and Chief Financial Officer Ken Stillwell said win rates are holding and the constraint is how long clients take to decide, with backlog above $2 billion, free cash flow of $290 million for the first nine months, and a target of $700 million or more in 2028 4.

What the ceiling is actually worth

Spread over ten years, the Army award is roughly $42 million a year, under 3% of Pega's annualized Q3 revenue, and funding is determined order by order 12. It is a decade of proof that a regulated buyer will still pay, not a cure for 3% growth 12.

The Inference reported on October 24 that Pega dropped its 15% growth target as customers delay software buys to test AI, and the new facts since are the award and the break 4. Watch the first Army task orders and the Q4 ACV acceleration management promised 4. The Pentagon signed for ten years. The market is repricing for ten weeks.
